Up to 20 characters, and it cannot be changed later: it is the name that users, campaigns and scripts write down to say which group they belong to.
The new group starts seeing the same campaigns, in-groups and administration groups that your own group sees, and its agents keep the default permissions of the agent screen. The ficha of the group is where all of that is changed.
